Italy wakes up to the realities of immigration

In the space of a few weeks, Italy has witnessed bouts of violence involving immigrants that seem to be lifted straight from Hollywood films, starting with Mississippi Burning replayed in Calabria last month and, on the streets of Milan last week, West Side Story.

After hundreds of African fruit pickers were hauled out of Rosarno in Calabria in January following battles with locals, an Egyptian man was left dying in Milan after a fight between North Africans and Latin Americans.

The death of Ahmed Aziz El Saied, 19, was followed by hours of rioting by North Africans on Milan's multi-ethnic Via Padova, during which 36 cars were damaged or overturned and five businesses, mostly run by South Americans, were destroyed.

"I'm not surprised, there are brawls here every day," said a neighbour of Saied. Amid calls by Northern League politicians for round-ups of illegal immigrants and a ban on house sales to non-Europeans, Italy's first inter-ethnic-minority riots woke the country to Milan's hidden world of South American gangs with names such as the Latin Kings.

Statistics show immigrants total 4.3 million, 7.1% of Italy's population, with 45% of young Italians opposed to immigration. But government ministers from the Northern League took a surprisingly soft line.

League founder Umberto Bossi, who once said migrants arriving from Africa should be shot at, said "jobs and homes" were key to avoiding violence.

The involvement of Latinos – rather than Romanians who fill Italy's crime pages – may explain the muted reaction. The Dominican man arrested on suspicion of Thursday's killing was legally registered and dating an Italian woman. Calls within the government for greater integration are growing.

GCC NATIONALS AND VISA ON ARRIVAL

Visa requirements for entering Dubai vary greatly between different nationalities and it is always advised to check regulations before travelling.

Currently, every nationality entering the UAE needs a visa except citizens of GCC countries (Gulf Cooperation Council: Bahrain, Kuwait, Oman, Qatar and Saudi Arabia) expatriate residents of the GCC (certain nationalities and professions) and British citizens with the right of abode in the UK. VISAS THROUGH HOTELS

Tourists can get a visa from a hotel by first making a reservation for at least one night. They must fax/courier the hotel a copy of their passport along with the reason for the visit – tourism is an acceptable reason – and their arrival date. You must also make sure that the hotel faxes you a copy of the visa when it is ready. Airlines may require confirmation (preferably a fax copy of the document) that a visa is held before check-in at the airport. The original is held at Dubai Airport for collection before passport control.

TWO TYPES OF VISAS

For tourists, there are broadly two types of Visas - Visit Visas and Transit Visas - and they are issued depending on the duration of stay requested.

VISIT VISA

This visa is issued for people who are sponsored by a company operating in the UAE. It is valid for two months from the date of arrival, with the option of being renewed for one more month.

Documents required:

- Photocopy of the trade license of the company

- A Guarantee letter from the company stating its responsibility of the visitor during his/her visit.

TRANSIT VISA

- Authorization card of the company

RENEWALS

The DNRD renews the Visit Visa at its expiry date if the sponsor so decides. Renewals can be made by exiting and re-entering the country to gain an exit stamp and a new entry stamp on the passport or by paying the extension fee of Dhs 500 (US$ 137) at the DNRD.

If you overstay your visit visa, there's a ten day grace period in which to leave the country. After that period, each day overstayed will attract a fine of Dhs. 100 (US$ 28).

The two travel agents, including the owner of Pan Travels in Connaught Place, were arrested on Tuesday night. They have been identified as Rakesh Chopra, the owner, and his employee Sunil Bisht. The 27 people 15 from West Bengal, six from Punjab, four from Haryana and one each from Delhi and Bangladesh were detained at the airport by CISF on Tuesday and later placed under arrest. The Bangladeshi national had an Indian passport with him. "There were masons, electricians and construction workers in the group. From Dubai, they were supposed to go to Iraq where they were promised jobs," said DCP (IGI Airport) Dr O P Mishra.

One of the phone calls to the call centres was traced to Dubai.

The travellers had paid Rs 1-1.5 lakh for their visas to their local contacts in their respective states. They were then asked to approach the Delhi contact who bought the flight tickets in bulk from Pan Travels. "He also arranged for accommodation for the travellers in various parts of the city. Some people had even reached the city a fortnight ago," said police.

Police have also registered separate cases against each of the 27 people under IPC sections of cheating and forgery.

"They were supposed to leave India a fortnight ago but there were problems with their papers. They were assured they would get jobs in Iraq. All 27 of them are from the economically weaker sections of society," said a senior police officer.

Soon after the calls were received, three CISF teams were deployed at the international terminal and airline staff were briefed. "They were allowed to enter the airport but as soon as they approached staff at the airline counters and produced their tickets, they were apprehended," said a senior police officer.

Both Jet and Kingfisher have handed over the recordings of the telephone calls they received to security agencies.

"After the travellers reached Dubai, a travel agent there would have sneaked them into Iraq," said a police officer.

The Kingfisher call centre got a first call around 12pm on Tuesday, and another 30 minutes later saying flight IT-41 from Delhi to Dubai would have passengers on it travelling on forged documents. Jet Airways received a similar call at 3pm. Police suspect the calls were made by staffers of a rival travel agency dealing in fake visas because they had lost out on business. The call to Jet Airways was made from Dubai, with the caller identifying himself as Abhishek.

Both callers were well-versed with how security agencies at the airport function. "The callers said there might be a hijack because they wanted to be certain the travellers would be caught," police sources said.

Said a senior police officer, "Normally, calls like these are made to immigration officials. The callers also alleged that the people responsible for the racket were hand-in-glove with immigration officials."

The cops have ruled out a terror angle.

The procedures for getting a visa to enter the UAE are relatively simple and hassle-free and if all documents are in order, then the visa is issued within 72 hours. In urgent cases, visas are also issued within a day. The Ministry of Interior's Dubai Naturalization and Residency Department (DNRD) is the sole administrative authority responsible for issuing visas to foreigners who wish to visit the country.

UAE has introduced 16 new types of visas following the revamp of the structure and charges of entry documents in line with a cabinet decision. The new visas will be implemented from August 1, 2008.

As per the new policies with regard to issue of entry permits to UAE, the residents can apply for the visa for their spouse or blood relatives. They will need the approval of senior officials for sponsoring other relatives. Only UAE nationals can sponsor friends. The health insurance policy will also become mandatory for visitors and a Dh1,000 deposit will be collected by the department before issuing visas.

Non-renewable visit visas valid for 30 days will cost Dh500 while 90-day visit visa will cost Dh1,000. A multiple entry visa costing Dh2,000 has also been introduced valid for six months. However, a person can stay in the country only for 14 days at a stretch. One-month long tourist visas will cost Dh100 that may be renewed once.

5. After filling up the Visa Application Form, submit to info@southtravels.com the following requirements:
- Clear Scanned Passport Copy for each Applicant
- Scanned Colored Passport Size or 2x2 Photo for each Applicant
6. After we received your payment and visa requirements, our visa department will get in touch with you by email.
7. We don't accept payment by credit card for visa application for the following nationalities:
Nigeria - Ghana - Cameron - Angola - Benin - Burkina Faso - Burundi - Central African Republic - Chad - Congo - Cote D'Ivoire - Djibouti - Eriteria - Estonia - Ethiopia - Liberia (If one of the applicant belongs to any of these nationality, DO NOT use the credit card online payment form, instead use Option 2 below. We will NOT process your visa and no refund will be given if you fail to do so.)
